6.8 SEAFARER TRAINING

6.8.1 General

As a minimum standard, all seafarers will be trained to meet STCW and the appropriate Flag State requirements. The seafarers joining fully managed vessels shall comply with the Company Training matrices which can be found in Annex I. Seafarers joining crew-managed vessels should be trained in accordance with client requirements.

Additionally, as per MLC requirements, catering staff require specific training, certification, and this should be verified by the Crew Manager responsible for recruitment and mobilisation of catering staff.

All seafarers joining fully managed vessels will be given an introduction to the Organisation. Their initial training will introduce the Company Safety Management System (IMS) appropriate to their duties. Special emphasis will be placed on the importance of compliance with the IMS procedures.

The Seafarer Training Officer, working in close association with Crew Managers and relevant Training Centre Manager, will ensure that any supplementary and/or refresher training will be provided within a realistic timescale. All training is geared towards achieving safe and effective operational performance, providing specific knowledge and skills, and enhancing the seafarers’ career development potential.

The Crew Managers, in close association with the Seafarer Training Officer, are to maintain a plan of relevant training for all ranks. Crew Managers, in cooperation with Training Centre Managers, are responsible for compliance with the vessel-type training matrix and acting upon training needs flowing from a seafarer’s Training and Development Plan. Training identified must be delivered within set parameters and timeframes. The Performance Review Board shall approve training matrices relevant to Ship Management Division.

6.8.2 Training and/or Development Needs

Specific training and/or development needs are communicated to the Crew Managers on a formal basis in one of the following ways:

6.8.3 Recording Training

A copy of all training certificates held by the individual seafarer is maintained on file by the appropriate Crew Managers. Individual seafarers are responsible for keeping their own documents up-to-date.

All onboard training, including crew familiarization, emergency drills, and on-the-job training, is conducted in accordance with the instructions set out in Chapter 5 of the Crewing Instructions and is overseen by the Master. The Master maintains, as appropriate, records confirming that such training has taken place.

Records of Mandatory Familiarization and SOLAS Training are to be recorded in the Ships’ Safety & Training Record Book (Yellow Book).

6.8.4 Training Effectiveness

The effectiveness of individual training programmes initiated by the Company is the responsibility of the Seafarer Training Officer, who will monitor and quality assure the content of training courses and the competence of trainers. On completion of in-house and external training courses, candidates are asked to complete a Course Assessment Form (CRW 30 or alternative) and pass it to the Seafarer Training Officer. The Head of QHSSE or his representative will periodically conduct quality assurance assessments of external Training Establishments using the Training Establishments Assessment Form (CRW 31).
